Radio has, for many years now, been a fantastic way to communicate an
idea with a large number of people in an easy way. Whilst the number of radio
listeners may not be so high these days in the UK as it was in the 20th
Century, now standing at 38 million, this decline does not appear to have hit
so hard in Burkina Faso, and you'll often hear the murmur of a radio station
playing out of the phone in someone's top pocket as they're walking around. ASK,
in order to promote the celebrations that are happening for the International
Day of People Living with Disability in Koudougou this weekend, took a trip to
Radio Palabre on Tuesday to send out our message.
La radio
est depuis de nombreuses années un moyen fantastique de communiquer facilement
une idée avec un grand nombre de personnes. Bien que le nombre d'auditeurs de
radio ne soit pas si élevé ces jours-ci au Royaume-Uni qu'au 20ème siècle,
maintenant à 38 millions, ce déclin ne semble pas avoir frappé si dur au
Burkina Faso, et vous entendrez souvent le murmure d'une station de radio
jouant du téléphone dans la poche supérieure de quelqu'un alors qu'il se promène.
ASK, afin de promouvoir la célébration de la Journée internationale des
personnes en situation de handicap à Koudougou ce week-end, s'est rendue mardi
à Radio Palabre pour transmettre un message

We discussed a range of topics with regards to disabled rights,
including how people with disabilities are treated in Burkina Faso compared to
the UK, the way in which they're being given help and training here, such as
English, French, and ICT lessons, as well as entrepreneurial training and
helping out at Handibasket et sessions with Koudougou’s team.
Nous avons
discuté d'un éventail de sujets concernant les droits des personnes en situation
de handicap, notamment comment elles sont traitées au Burkina Faso par rapport
au Royaume-Uni, la façon dont elles reçoivent de l'aide et de la formation,
comme l'anglais, le français et les TIC ainsi qu'une formation en entrepreneuriat
et une aide aux sessions de Handibasket avec l'équipe de Koudougou.

Koudougou's Radio Palabre, broadcasting over a
radius of 75 km and hosted by Mr Daouda Kabore, is the surest way to reach a
large audience. During this session, we were honored to introduce ourselves,
then the presented the structure of International Service, and the activities
that we lead. The main purpose of the show was to talk about the rights of
people with disabilities, but also to invite people to the celebration of the
International Day of People Living with Disabilities. The national theme is: ''
Protection: supporting the empowerment of people with disabilities, and the role
of public actors for the full and effective participation of people with
disabilities in the socio-economic development of Burkina Faso. ‘’
Speaking first with regards to protection, something
that needs everyone’s attention, we discussed that without adequate measures to
protect these people no integration is possible and without integration, one cannot
speak of empowerment. In Burkina Faso there is, for example, the law 012 / AN
of April 1st, 2010 and its decrees a law which is very strong conceptually but
which is problematic when it comes to application. Thus the empowerment of people
with disabilities requires synergy of action of all public and private actors
and it is in this context that our actions are most effective. They’re really
talented people but if we want real development, we need measures to make these
people feel part of our society.
La radio Palabre de
Koudougou, émettant sur un rayon de 75 km et piloté par M Daouda KABORE est le
moyen le plus sure de toucher un grand nombre de public. Durant cette session, honneur
nous a été faite de nous introduire, ensuite la présentation de la structure International
Service, mais aussi les activités que nous menons. L’objet principal de l’émission
était de parler des droits des personnes en situation de Handicap, mais aussi
inviter la population a la célébration en différé de la Journée Internationale
des personnes en situation de Handicap qui aura lieu les 16 et 17 Décembre. Le
Thème national est : ‘’La protection : soutenir l’autonomisation des
personnes handicapées, rôle des acteurs public pour une participation pleine et
effective des personnes en situation de handicap au développement
socio-économique du Burkina Faso.’’
D’abord parlant de
protection, c’est une chose qui doit retenir l’attention de tous. Sans mesures
adéquates pour protéger ces personnes aucune insertion n’est possible et sans
insertion on ne saurait parler d’autonomisation. Nous avons par exemple la Loi 012/AN du 1er Avril 2010 et ses décrets d’application qui
sont bien jolies mais l’application est toujours problématique. Ainsi
l’autonomisation des personnes en situation de handicap nécessite une synergie d’action de
tous les acteurs publics comme privés et c’est dans ce cadre que s’inscrivent
nos actions. Ce sont des personnes pétries de talent et si nous voulons un
développement réel, il faut des mesures permettant à ces personnes de se sentir
partie intégrante de notre société.

During the session, two members of the
Provincial Coordination of People Living with Disabilities were present. On the
16th there’ll be a popular event, including a sales exhibition and
also a radio show. And for the last day there will be a demonstration of inclusive
games like Torball and Basketball. Once these are finished, a public lecture
and finally a big concert will take place at the Popular Theater.
Durant la
session, deux membres de la coordination provinciale des personnes en situation
de Handicap étaient présentes. Le 16 aura lieu un cross populaire, ensuite une
exposition vente et aussi une émission radiophonique. Et pour le dernier jour y
aura une démonstration des jeux inclusifs comme le Torball et le Basketball.
Ensuite une conférence publique et pour finir un grand concert au Théâtre
populaire.

Through our actions, including the various
training courses, lessons and awareness raisings we give, alongside the radio
broadcast, we want to facilitate the social integration of these people who are
marginalized in our societies, and also contribute to reduce stereotyping and
attacks upon their respect. In this sense we must also work to make their
actions visible because we are in a world of globalization and no-one can survive
and develop in a situation where they’re completely on their own these days.
They must connect to the rest of the world through partnerships with structures
who share the same objectives for greater efficiency, and we hope that these
people will never be marginalized in our societies, especially in the
Boulkiemdé region, which is our where ASK are carrying out our work.
A travers nos actions, notamment les
différentes formations, les cours et les sensibilisations que nous donnons sans
oublier la dite émission radio, nous voulons faciliter l’insertion sociale de
ces personnes qui sont marginalisées dans nos sociétés, aussi contribuer à diminuer les stéréotypes a leur égard. Dans ce sens il faut
travailler aussi à rendre visible leurs actions car nous sommes dans un monde
de globalisation et aucun organisme ne peut survivre et se développer en
situation d’autarcie. Il faut qu’il se connecte au reste du monde à travers des
partenariats avec des structures ayant les mêmes objectifs pour plus
d’efficacité. Et nous espérons
que plus jamais ces personnes ne seront marginalisées dans nos sociétés, plus
spécialement dans la région du Boulkiemdé qui est notre champ d’action.
